Have you upgraded it since than? As there is no assign to button now.
(Maybe cache problem?)
Anyway when i try to write a name into assigned to box i got the popup
window (quite buggy, as there are some user name too, not just devels),
but when i try to add the selected one it sais the user does not exists.

I've tried with konq, are you able to reproduce it?
