I  have a few suggested amendments and corrections but before doing so I
need to know -
(1) How should I make these amendments and corrections?  Since the rules is
a wiki document, should I edit it via the wiki?;
(2) I am completely confused by the section titled "Official".  It simply
makes no sense to me.  Can you please explain what you meant in this
section?
