[Frugalware-devel] new cia & mail sender hooks

hi,

till now we used a wrapper for darcs @ genesis to send mails to -darcs
and notify cia

this had some problems:
- general lack of perl knowledge in the dev team
- it was a wrapper, i had to enable it again and again after each
  upgrade
- darcs has a hooks feature for this purpose and we haven't used it

so i wrote a mini-framework with 2 plugins (email sending a notifying
cia), here are the docs:

this means that from now these are disabled in a new repo by default and
you have to enable it manually!

i have enabled it for repos where i had write access, afaik alex did so,
too. if you're interested, feel free to update your repos, too :)
