There are cases where I don't want a service, but it's package is pulled in as
a depend (kind of the depend doesn't matter) - nevermind that I can't give
you an example right now. Why should I have it enabled by default, as I could
have missed it's presence at all?

Alex, don't take it personally: how can a (group of) devel(s) know what
his/their user(s) want? Another wording: why don't we ask the users instead
of the devels? ;)

I (as an user) find "service foo (add|list|del|stop|start)" handy and easy to
remember to, and I'm used to it. So I would vote for disabled services by
default, if it's not takes ages to implement so.
