fine, regarding my packages, i have only USE_DEVEL in ooo dev packages
and git.

then i would propose the syntax USE_DEVEL=y/n and an Fuse function that
would:

return true/false, depending on the value of USE_DEVEL

return an error, if the variable is empty, so that a user can't say:

$ USE_DEVEL=y sudo repoman merge foo

while it'll have no effect

yes, i'm aware that this whole USE game can be quite dangerous if you
don't know what you are doing ;)
