Well, you can install from Windows :)

The willing Windows user would just have to grab (for -current):

And one the way to frugalcountry he or she is :)

From what I understand UNetbootin will install grub and the needed minimal 
system for installation on the selected partiton.

But you are right: for Linux as a Host System there are other possibilities 
like chroot, or this debian bootstrap tool (forgot name).
