You don't need to make an new one :) just work with the existing one.

Same for orphaned packages. Just look in which packages you would like to maintain ,
and start to cleanup / bump to latest versions and start testing local.

You can do that whole work in git and send the patch(es) to mailing list as long you don't
have write access.

Also I would use dg ( see dg --help ) to manage patches but of course you can use git native.
