Well, there _are_ other solutions.

4) foo-license subpkg, and the other foo-subpkgs (ro)depend on it;

5) license-gpl, license-lgpl, license-foo packages, so all the (sub)pkgs can 
(ro)depend on it;

6) is a variation of 5): any given (sub)pkg can (ro)depend on the appropriate 
license-foo pkg, and may even symlink the given LICENSE file as 
usr/share/doc/foo/LICENSE - so the users will even free up some place, as we 
all have quite a bunch of GPL copies in various packages now. (IIRC I have 
seen at least one distro which does this, but can't recall which one.)

To sum up: /me prefers vmiklos' 1), as it's the most obvious to handle ATM. ;)
