On second thought perhaps I need to change the "in SVG format" rule to
something a little clearer.  I put this in because IIRC, crazy said
that the base wallpaper was to be submitted in SVG format.  In
reality, XCF is OK, as long as it's big enough.  However I haven't
done much graphics work and I wonder how you scale something for a 4:3
ratio to something that suits a wide-screen monitor.  I'll think of
better wording for this rule and add it to this mail thread.

Otherwise I think the rules look OK.  I'm at work ATM but expect to be
online in about 12 hours, so it'll be a while before I can come up
with better wording.
